Position Description

The Department of Global Health and Population at the Harvard School of Public Health seeks a Research Associate for the India Health System project. The research questions that the project aims to answer include: 1) How does India's health care system perform in terms of access to care, financial risk protection, equity, efficiency, quality, public satisfaction and health outcome? 2) What are the underlying "health system" causes of good/poor performance, such as financing, strategic purchasing, organization delivery, governance, etc.? 3) How can India's health system performance be improved? In particular, what models of mixed public-private system would be effective and feasible for improving India's health system performance? In addition, the project has a capacity-building component that aims to train a new cadre of Indian researchers/analysts in health system and policy research, through working with the newly established Health System Transformation Centre based in Delhi, and core partners in the two project states of Odisha and Maharashtra.

Under the principal investigator, Professor Winnie Yip, the India Health System project brings together a team of senior faculty with disciplinary expertise in economics, evaluation science, management, clinical medicine, organization and political science. The project is funded by the Bill and Melinda Gates Foundation and it is a four-year project. Starting in year 2, the project will introduce system-level interventions on a pilot basis, followed by monitoring and evaluation studies.

Specific responsibilities:
• Lead/contribute substantially to the design and conduct of market and organizational behavior of the public/private health services delivery in Odisha and Maharashtra and the effects on health system performance
• Contribute substantially to the design of health system interventions for improving the two project states' health system performance
• Lead/contribute substantially to the design and execution of monitoring and evaluation of health system interventions in the two project states
• Guide and supervise Boston-based research assistants
• Guide and train local collaborators if needed
• Write-up of research results, including contributing to project reports and co/lead-authoring scientific papers and publishing in leading journals.
• Actively engage in dissemination activities and delivering effective presentations for various audiences
• Ensure the smooth running of research study and fieldwork

Significant travel and time in India will be required, approximately 35% of effort, to work with local partners and oversee project implementation

Research Associates are annual appointments. This position is initially funded for three years. The successful applicant will be able to work with The Harvard T.H. Chan School of Public Health to develop new funding applications which, if successful, could provide continued support and opportunities for professional advancement based on performance.

Basic Qualifications

• Doctoral qualification in fields related to health policy/health system with strong disciplinary training in social science, especially in the fields of industrial organization, organizational behavior
• Excellent methodological skills especially in methods relevant for the study of market structure and behavior, organizational behavior
• Demonstrated ability to conduct collaborative research and work independently in the design, conduct, monitoring and analysis of research studies and interventions. 
• Excellent interpersonal skills and be able to collaborate with and supervise diverse partners
• Ability to travel and work independently

Research Associate level appointment typically requires a minimum two years of postdoctoral experience.

Additional Qualifications

• Experience in conducting field research in lower and middle income countries
• Prior experience working in India
• Strong writing skills

Special Instructions 

Appointment as a Postdoctoral Research Fellow may also be possible for appropriate qualified applicants.
